In his State of the Nation Address to the Federal Council of the Russian Federation dated 20 February 2019, Vladimir Putin noted that one of the priorities today is improving the quality of the Russian jurisdiction. A competitive national legal system is a new opportunity for national business and foreign investments. Russia faces the challenge to create a legal system that would improve the competitiveness of the national jurisdiction. It is necessary to build a unified legal system where regional and local regulations are naturally integrated into the common concept, do not break but reasonably complement the federal regulation.

In compliance with the Russian Federation Presidential Decree of 7 May 2018 'On national aims and strategic objectives of the development of the Russian Federation for the period up to 2024', as well as with the concept of the development of small and medium-sized businesses, it is necessary to continue working on the improvement of the control and supervision system, creation of a competitive national legal system.

The development of the digital economy makes it possible to create conditions for transparency of the litigation process and thus increasing confidence in the Russian courts. Along with the introduction of new technologies in the judicial system, the development of the alternative dispute resolution remains a relevant issue. How much does the competitiveness of national jurisdiction depend on the sanctions pressure and what measures should be taken for the protection of business?
